A community is the set of people who speak the same language, live in the same place and entrust the organization and social management of their life to a Citizen Committee.
For example, every democratic nation in the world is more or less organized at all levels of population:
The Nation, the Regions, the Municipalities, the Villages, the Citizen Committee.
Each of these bodies must have its own administration. Of course everyone must respect national laws but everyone must then adapt laws and administrations according to territorial and environmental needs.
For example, those who live in the mountains have different life needs from those who live in the countryside, those who live by the sea and finally those who live in large cities.
For all, however, there is a national governing body that guides the inhabitants by enforcing the laws of the national government. But everyone has to deal with his own population and that is why Citizens' Committees exist.
The state cannot always meet the needs of all citizens and this means that some areas with many citizens are isolated and left to fend for themselves.
Poverty is the great hardship of these areas and their population
The Citizens Committee therefore represents the filter between the Public Administration and the local population and has the purpose of making decisions together with the representative of the Government to help the population out of poverty.
KIBORA CBO
1-The Citizen Committee is the voice of the People speaking to the Government.
2-The Citizens' Committee meets once a month to discuss the problems, the requests of one or more citizens, the needs and urgencies of a community.
3-The Committee meets with the population twice a year to report on all the work done, the things done, the things to do, the money spent, the money collected.
4-The Committee will have a bank account and each citizen will have free access to verify its regularity.
5- The Citizen Committee will always show the monthly reports on the notice board of its headquarters.
6-The Committee will have its headquarters, COMMUNITY HALL. It will be built by Karibu Onlus, at its own expense, by 2020, at its own expense.
7-The Citizen Committee must deal with the life of the population, therefore mainly of
Work, School, Health, Environment
8-The Citizen Committee must be composed of representatives of all social strata and ages.
Youth 5 (20/30 years)
Adults 8 (31/60)
Seniors 4 (Over 60 years old)
9-Each member of the Citizen Committee receives a salary equal to Ksh 500 for each monthly meeting and Ksh 1000 on the occasion of the two annual reports.
10-To be protected by the Citizen Committee, the population must register with the Citizen Committee and must pay a monthly amount of Ksh 500 to contribute to the expenses incurred by the Citizen Committee.
11-The Citizen Committee must renew its members every two years and it will be the registered population to choose.
12-The Citizen Committee must:
Providing jobs, inside and outside your jurisdiction.
Manage schools in agreement with Headteachers, Deputy Headteachers and Relatives Committee.
Improve health facilities
Improve public facilities (roads-water-power-buildings)
Define with Karibu Onlus the realization of new projects.
13-The first members of the Citizen Committee will be chosen by the Karibu Onlus in agreement with ministerial representatives.
14-Instead, it will be the population enrolled in the Citizen Committee, when it reaches 1000 members, who will choose its new representatives.
15-Each newly elected member of the Citizens' Committee must swear, in front of the population, loyalty, honesty, transparency and seriousness in the context of his duties and his oath will be well photographed and recorded in audio
16-Any member, no one excluded, who will have a behavior contrary to his oath provided for in article 15, will be judged by the population in the first of the two half-yearly meetings following his absence.
16-The member, depending on the degree of seriousness of the crime committed, may be dismissed and never again able to be re-elected or denounced to the governmental judicial authority
17- The Citizen Committee is composed as follows:
President
Vice president
Treasurer
Secretary
Sports Department 1
Health Department 3
Work Department 3
School Department 3
Public Structures Department 3
18-In voting among the members of the Citizen Committee relating to any type of choice, the President is always the last to vote.
19-Each member must participate in all meetings of the Committee. He can miss up to twice during a year by presenting incontrovertible written justification but he cannot miss the two meetings with the population. Missing a meeting with the population involves a letter of warning from the President and after the 3rd warning the member will be removed from the Committee and replaced with an alternate member chosen by the President. This alternate will remain in office until the next six-monthly meeting.
20-The Citizen Committee will always take care of registered citizens who are poor and sick.
Karibu will provide all the necessary needs after carefully evaluating the situation.
21-Citizens enrolled in the Citizen Committee will immediately be entitled to:
Free school for each child
Medical assistance for the elderly
All other benefits will come year by year.
22- The projects planned for the future are all in collaboration with the Karibu Onlus:
Fishing Point: All members will be entitled to 1 kg of fish per month for free.
Technical Institute: Provide free education to learn a job in no time.
Work Agency in Malindi: find work for students attending the Technical Institute
Free Water: each member will be entitled to a certain free monthly amount of clean water.
NESH: the structure that will house women in childbirth and the elderly who are alone, poor and sick.
Land acquisition: to open new crops and offer new job opportunities and build new structures.
Purchase of means of transport for school, commercial use to Malindi, health care for medical emergencies. Members will always travel for free.
Construction of a sports center in association with an Italian sports club.
Playgrounds and equipment
Of course all of this won't happen in one day but it's like a big mango tree. It will be a sprout at the beginning which, if cared for well every day, will produce wonderful fruits that everyone can enjoy, always!
CBO CHAKAMA will be the example for all other rural communities in poor areas scattered throughout Kenya.
In this way, the first men who appeared on earth grew, evolved and built today's great civilization.
